To some, justice and mercy are opposites

When justice is melted out (justice meaning justice that is devoid of biases), don't one feel relief of the burden (especially when one knows what one does is wrong)? Isn't the fear then of being exposed and thus the desire to want to hide it, because they know that it is wrong? O.o
